A mystery of 101st km in Russia (USSR)

"101st kilometer" is colloquial phrase in USSR, denoting the Soviet government practice of prohobiting some categories of citizens to settle closer than 100 km (63 mi) radius to the big Soviet cities. Especially for the Olympic Games of 1980 to keep a good look for the city of Moscow and other cities.
There are a lot of songs about 101km which were made in the "perestroika" times.
