The new infections were detected from 56,520 test results processed on Thursday.
It brings the total number of active cases to 7,160, the vast majority of those acquired in the community.
There were 41,029 doses of COVID-19 vaccines administered in state-run sites.
The latest federal data shows more than 75 per cent of Victorians aged over 16 have had one dose, and more than 45 per cent have had two.
