YouTube / Google requires all creators to use stronger account protection. YouTube will require those creators to use 2-step verification to access YouTube Studio. The requirement will start in starting on November 1, 2021.
If you are not a member of the Youtube Partner Program, you are exempted from this requirement. You’ll still be able to use YouTube and even upload videos without 2-step verification. YouTube requires stronger account protection to all those YouTube Creators that a members of YPP.
Although you may be not yet a member of YPP, I think it is better to activate the YouTube Step 2 Verification for protecting your account, and maybe one day you will be able to join the YPP or YouTube Partner Program.
